Richard Allen Howell was killed in a collision involving a semi-truck and a Dodge Ram on SH 349 Thursday, January 9, 2025, in Odessa, TX. The Texas Department of Public Safety reports the semi-truck being driven by an Ohio man was reportedly driving at an unsafe speed, given current road conditions, when he drifted into the eastbound lanes and collided with Howell and another vehicle. Howell was pronounced dead at the scene.
